It's a Home Depot / car bike rack parts amalgamation. I can show you sometime if you want. As for the police, I ran it by a city cop friend of mine and he suggested some side reflector tape for the wheel tray, but otherwise no issue. With that road bike the weight is minimal and the only handling issue was a slight change in side wind load.
